This overview outlines the rules and best practices for Storage in Vehicle (SIV) and Storage in Transit (SIT) for federal government household goods shipments, ensuring compliance with contract requirements and avoiding penalties.

Purpose:
Provide clear guidance for contractors and agents on storing Household Goods and Effects (HG&E) during moves, including authorization procedures, storage limits, and delivery expectations.

Storage Standards:

  • HG&E must be stored only in approved warehouses/facilities used by the contractor.

  • Use of trailers, vans (except approved SIV), public warehouses, or self-storage units is prohibited unless authorized by the Move Coordinator.

  • Authorization must be obtained before the end of the shipment; late requests may incur penalties.

  • All approvals must be confirmed in writing and forwarded to Atlas Canada Government & Corporate Services.

SIV (Storage in Vehicle):

  • Short-term solution: max 5 calendar days at origin or destination.

  • Must remain on the original vehicle, parked in a secured lot unless otherwise approved.

  • Authorization required from the Move Coordinator at origin and destination:

    • After complete shipment arrival.

    • After minimum Guaranteed Transit Time (GTT) is reached.

    • When contractor can deliver within specified time limits.

SIT (Storage in Transit):

  • Authorization must be obtained from Canada before placing HG&E into SIT.

  • Maximum duration: 30 days (extensions possible via Move Coordinator or Destination Agent).

  • Placement in SIT does not count as delivery; final delivery/unpacking must occur afterward.

  • Origin or In-Route SIT:

    • Shipments ≥ 300 M require written justification and Canada’s approval.

    • Shipments < 300 M require Move Coordinator notification.

  • Destination SIT:

    • Request authorization before placing HG&E into SIT.

    • Provide warehouse selection, code, address, entry date, and note if the load is split.

    • Authorization required before removing HG&E from SIT.

  • Delivery Notification Timing:

    • Non-peak season: at least 2 business days’ notice.

    • Peak season: at least 5 business days’ notice.

    • Notifications received before 12:00 p.m. count that day as business day one.

    • Contractor must commit to the delivery date upon notification.

Best Practices:

  • Always request Move Coordinator approval before handling HG&E.

  • Maintain written documentation of all approvals to support appeals if penalties occur.

  • Contact Atlas Canada Government & Corporate Services or Atlas Canada Operations for unusual situations or questions.

Key Takeaway:
Proper authorization and documentation for SIV and SIT are essential for compliance, timely delivery, and avoidance of penalties on government household goods shipments.
